President and founder

Jeff Everage’s focus is expanding Trident’s client base and helping companies identify exactly which proposal services could help them rapidly expand their business. After a 15-year military career as a Navy SEAL Officer, Jeff went on to become a consultant for Booz Allen Hamilton and PricewaterhouseCoopers where he leveraged his technical expertise in lifecycle IS, CISSP, and SOX design and compliance to provide strategic support for their information security efforts. After two decades working in the federal market, Jeff identified a need for better procurement processes and went on to build a successful proposal management company from the ground-up. Since 2008, he has worked on 60 proposals and has generated over $5 billion in contract value for his clients. Jeff also has extensive experience in professional training and coaching, including a successful career as a SEAL Team Training Officer and teaching several long-term RFP presentation courses. He is also certified as a technical trainer.



Director of proposals operations

Rebecca Wayland is a capture and proposal expert and provides support to Air Force and Army market nationwide. Rebecca is a former Surface Warfare Officer and currently serves in the U.S. Navy Reserves. Rebecca has a BS degree in English from the U.S. Naval Academy and an AS in Culinary Arts from Johnson & Wales University.





As a procurement analyst, Alexis Romero supports capture and business development efforts by providing in-depth research and analysis of the federal market. Prior to her work with Trident, Alexis worked in northern Virginia as an Operational Support Specialist providing field operations training to the DOD intelligence community. A graduate of San Diego State University with a BS in Psychology and a BA in International Security and Conflict Resolution, Alexis went on to obtain a Master’s degree in Global Security Studies from Johns Hopkins University in 2012. By combining an academic background with her experience supporting the Intelligence Community, Alexis applies a thorough research and analysis process to generate high value business intelligence products for our clients. She also supports our firm’s operations with website design, staff recruitment, and works hand-in-hand with our proposal managers assembling, writing, and editing proposal materials.




Tom Perez has over a decade of experience in the defense industry. Before joining trident, Tom worked in the Defense Acquisition Workforce and has experience as a Contracting Officer’s Representative (COR) at Space and Naval Warfare Systems Center Atlantic, where he wrote over 50 requests for proposal and served as COR on 54 task orders. Tom’s insight into the government has already begun to pay dividends to his clients and has helped them gain a better understanding of the government’s requirements, enabling his clients to better align their proposals to the government’s needs. A graduate of the Citadel with a BS in Business Administration, Tom has also served his country for over 19 years in the Navy—eight of which he spent as a submariner and Navy diver on active duty and 11 years as an Information Professional Officer in the Navy Reserve. Tom uses his years of experience with the government, as well as the business acumen and leadership skills he developed in the Navy, to guide his clients through the arduous capture and proposal process.




Travis Hogan supports our clients in South Carolina with their day-to-day proposal coordination and capture efforts. He has extensive experience tracking and managing new opportunities for his clients, having identified and tracked over 75 new opportunities and responding to over 20 task orders within a one-year period. A former Navy Submarine Officer with over six years of active duty and reservist experience combined, Travis is very effective at evaluating the Navy market, and with his superior leadership skills and technical acumen combined, he is able to manage multiple proposals at a time and deliver high quality proposal services and proposal products to his clients, quickly and effectively. Travis is a graduate of the US Naval Academy with a BS in Oceanography and holds a Master’s degree in Engineering Management from Old Dominion University.




Dina Zumwalt is Trident Proposal Management’s newest Proposal and Capture Manager. She has worked in business development within the Defense community for the last two years, developing large and small scale proposals as well as leading small teams in the development of capture strategies for market growth. Dina is a graduate of the US Naval Academy with a degree in Economics, has a Master’s Degree in Global Leadership from the University of San Diego, and is a certified Project Management Professional (PMP). Dina served in the US Navy for six years as a Surface Warfare Officer and has spent the last seven years in the Surface Ship and Aircraft Carrier maintenance communities. Dina brings a wealth of knowledge and experience of the Navy ship community to the team, which she uses to assist clients in their growth within the Navy-Marine Corps market.



Capture and Proposal Expert

Julie Hendricks is a capture and proposal expert and technical editor. She works with clients throughout the entire proposal process, creating effective milestones, providing sound feedback, and delivering a top-notch proposals that are on time and on target. A former Navy helicopter pilot, Julie brings her military expertise into defense contracting arena, working to align client strengths with government needs. Julie holds a BS in English from the U.S. Naval Academy, and a MA in Rhetoric from San Diego State University.

Donnie Choe

Capture and Proposal Expert

Donnie Choe is a capture and proposal expert and serves as our representative to our Central Maryland clients with a focus on recruiting, proposal, and business development support. He is a 2002 graduate of the U.S. Military Academy and has spent over a decade as U.S. Army Infantry and Special Forces officer before transitioning to the civilian sector. Donnie’s supervisory and planning experiences in both conventional and special operations communities in the tactical and operational levels make him a valued asset to our team and any clients. Additionally, he has gained invaluable supply chain experiences as an operations manager in a Future 500 company prior to joining our team.



John Coe is an innovative, entrepreneurial business leader, and management and technology consultant with more than 23 years of experience in the federal market, including extensive business operations, program management, marketing and business development, and staff leadership experience. John also has demonstrated experience managing senior client relationships; running large, complex programs; managing and motivating diverse teams; and building new business. John served as a leader of Booz Allen Hamilton’s government-wide contracts program for over 15 years, managing contracts, developing collaborative relationships with acquisition organizations, and leveraging a portfolio of contracts to develop new business. John holds a MS in Electrical Engineering from Johns Hopkins University and a BS in Electrical Engineering from Virginia Tech.




Melanie White is a certified proposal management professional. She specializes in serving clients in federal, non-defense markets. A graduate of West Virginia University with a MS in Software Engineering, MA in Secondary Education, and a BA in English, Melanie brings a unique skillset to each project. Her combination of expertise enables Melanie to produce exceptional products while also enhancing the clients’ business processes.



Proposal Manager

Kathy Borkoski joined the Trident Proposal Management team in mid-2010, immediately developing and implementing a repeatable strategy for quick turnaround on high-stress proposal responses. To date, she has supported 42 proposal efforts totaling over $2.5 billion in contract value. She is frequently commended for her ability to get a proposal team operating at its full potential quickly while limiting the need for extensive rewrites, ultimately saving the client valuable marketing dollars. A graduate of the US Naval Academy with a BS in Aerospace Engineering, she served as an Explosive Ordnance Disposal (EOD) Officer (i.e. a Navy Diver and Bomb Technician) for 8 years. She uses the leadership and management skills she developed leading EOD Platoons through training and on deployments throughout the world to manage teams of experts through the complicated proposal process.
