Forecasting 2024 RFPs: Seize the Opportunity for Growth

With 2024 on the horizon, it is shaping up to be an eventful year in the world of government contracting. At Trident Proposal Management, we are tracking several Government-Wide Acquisition Contract (GWAC) and Indefinite Delivery Indefinite Quantity (IDIQ) opportunities in the slew of contracting vehicles slated to be released in 2024. To meet your company's strategic goals for 2024 and beyond it is essential to start planning now to ensure a competitive bid.
GWACs
The big guys are the GWACs. As the name implies, GWACs are a special type of multiple-award IDIQ intended to provide the government with cost-effective IT solutions through a streamlined procurement process. These contracts are administered by a single agency but can be used across the federal government. The following GWACs are scheduled to have RFPs and/or awards in 2024.

GSA released an offer extension via amendment 0008 to SB and Woman-Owned SB (WOSB) pools who submitted responses by the November 2022 deadline. Those who submitted are encouraged to check out our Polaris blog with updates as well as to log into the Polaris Submission Portal. They also released amendments 0009 and 0010 for the SB pools. |

Outlook |
This vehicle has been under protest since 2022. We expect a resolution in 2024 and due to the extended wait time either an onramp or opportunity for new bidders to apply in 2024. Keep an eye on the COI. |

There are three Functional Categories (FC) (Cat. 1 primary NAICS is 541611, Cat. 2 primary NAICS is 561110, and Cat. 3 primary NAICS is 541330) for this contract. The government intends to award 32 contracts per each FC/per NAICS for a total of 96 contracts across the three FCs. The breakdown is 8 per socioeconomic set aside and 2 per offeror type (i.e., SDVOSB will have 8 awards; 2 will go to a Prime (single) contractor, 2 will go to a Small Business Teaming Agreement (SBTA): Joint Venture, 2 will go to SBTA Prime/Sub, and 2 will go to SBTA Mentor-Protégé. Of note, this is a “must-use” contract which means any of the 14 entities that fall under DHS that would be interested in a specific service must use one of the winners from this IDIQ. |

DOE has not made a determination on the acquisition strategy as it relates to competition and whether the solicitation will be unrestricted, a set-aside for small businesses, or some hybrid approach with some work being unrestricted or set-aside solely for small businesses. Accenture is the incumbent from the 2019 CBOSS award following a lengthy protest process. |
And finally - the Small Business Innovation Research (SBIR) contracts keep coming. Through programs like innovation hubs and funds matching the federal government has a renewed focus on nurturing small businesses and bridging the technology valley of death. SBIR is a great way to get your small business in the door and start government contracting with favorable data rights. Regularly check the SBIR website for targeted and open-topic solicitations.
